    Reach Social Consensus, Cultivate Diplomatic Talents in Health

    FMPAT held “Public Hearing on Taiwan join WHO ”at  Legislative Yuan on 20th September 1995, and had contributed to a column discussion on a medical magazine, 《HOPE》, to call for Taiwanese people’s devotion into joining WHO. Furthermore, FMPAT has initiated “Taiwan join WHO” campaign both in Taiwan and abroad since 1997, in order to express our strong intention in participating in international activities. Besides, to promote “Taiwan join WHO” campaign and reach social consensus , FMPAT has also held numerous of seminars, write-in campaigns, charity bazaars, running events and concerts.

    To assist Taiwan medical students in  strengthening their capacity in participating in international organizations,  FMPAT had held six training camps on cultivating talents of health diplomacy since 1998, with aim not only to develop their capacities but also to help them become future leaders in promoting” Taiwan join WHO” campaign.

    Before Taiwan gained observer status of WHA in 2009, FMPAT had met with more than 15 high level officials in health and foreign affairs department, more than 500 congressmen and more than 1,000 journalists and NGO personnel in more than 27 countries.

    Networking throughsubstantive communications

    To join global research network, FMPAT has been maintaining good relationships with key leaders in global health such as Tommy Thompson, the former U.S. Secretary of Health, Keizo Takemi, a Japanese Senator, and Douste-Blazy, the WHO Director- General candidate in 2017. FMPAT has also remained on good terms with well-known scholars in global health and international law, such as Kelley Lee、Richard Smith、Kent Bus;International law professor from Cambridge University, James Crawford….etc.

    Since the 50th of World Health Assembly (WHA) was held in May 1997, FMPAT  urged both Ministry of Foreign Affairs and Ministry of Health and others to form a “Taiwan join WHO” delegation, in order to express our strong intention in joining WHA in Geneva. This is the 1st time that Taiwan applied for joining WHA  and to a specialized agency under UN  after withdrawing from  WHO for 25 years.

    Since then,   FMPAT has sent delegation to Geneva each year to express Taiwan’s intention to join WHO.  Except for auditing health-related meetings , giving out“Taiwan join WHO” leaflets on the street and meeting venue and visiting WHO representatives and INGOs in Geneva to seek their supports, we also held “Taiwan Night” event each year , to elaborate on Taiwan’s dire situations in international arena to the representatives and diplomatic officials from different countries.

    Enrich discussion to form cohesive strategies

    We suppose that there should be more discussions on strategies for Taiwan joining WHO. Therefore, FMPAT has held numerous WHO-related speeches and forums to discuss our strategies from  international relations and global health perspectives.

    Under the leadership of our Chairman, Dr. Shuh-Min WU, FMPAT met with former president Shui-Bian CHEN in 2001 to report on “Taiwan join WHO” campaign. President Chen then asked to establish “Inter-ministerial working group on WHO”. Later, with the support of our former Premier, Chun-Hsiung ,CHAN, the “Inter-ministerial working group on WHO” was officially established , FMPAT was then invited to the working group to jointly discuss national strategies.
